New Telecom's Developments in Costa Rica

Just wrote a piece over on Econofist about the Costa Rican governments $40 Million plan to improve telecoms in the country.

I recently discovered Costa Rica and applaud a $40 M investment in telecoms by the Government. I wonder on their take on the environmental impact, how do you assess cables and fat pipes and wireless (will it distract migrating birds?), I hope its a clean water/IT as a utility - type of strategy that pervades thinking.
